    Cello is currently an independent consultant who specializes in a wide variety of Human Development initiatives. His most recent initiative involves the development of an Integrated Transformation Plan for the University of Zululand, where he engaged relevant stakeholders, staff and students to develop a renewal change strategy for the University. This change strategy, known as the Integrated Transformation Plan, has been approved at Council level and will be implemented during the latter part of 2014.

    Cello was previously the Deputy Director: HR Specialist Services at the University of Pretoria (UP), where he developed a Strategic Plan and a Results Framework to ensure HR alignment with institutional strategy. He is currently manages all specialist HR functions, including performance management, organization development, remuneration, learning and development, wellness, HIV & AIDS, employment equity and strategy and compliance. He was appointed to many strategic committees at UP. These include the Salary Negotiations team, Steering committee on Performance Management, Consultative Committee with Unions, Wellness Advisory Committee, Employment Equity Forum, Skills Development Committees as well as the Culture Reference Group. Furthermore, he was appointed by the Vice-Chancellor to head task teams related to salary benchmarking and performance management. He was also appointed as internal champion for the development of a re-energized Performance Management System at the University of Pretoria.

    He has also been involved with student leadership development, with particular reference to student leaders in residences and has made significant contributions to the development of postgraduate

    He has 27 years' HR experience, of which 9 have been in a senior/executive role. He worked as a lecturer in human resource management for 9 years in South Africa and Namibia.

    Cello is well-known within the HR sector in government and higher education and has facilitated many workshops for these sectors including, customer service, employment equity, strategic planning and HIV & AIDS initiatives. He received the HR Leadership Award at the HRD World Conference in India in 2009, where he delivered a paper on HR alignment to Strategy. During 2011 he delivered a paper on the pervasiveness of Social Media and its consequences for HR at the India HR Summit in Mumbai. He has conducted a survey and presented an article on social media in HE, which was published in the international Capacity magazine of the Association of Commonwealth Universities (ACU). He also serves on two international Advisory Councils, which are both based in India.

    He was previously the Executive Director: HR at the Central University of Technology, Free State where he served on and advised Council on all HR-related functions. During this tenure, he was nominated by many of his peers to serve on national steering committees for remuneration and HIV & AIDS initiatives and served on the HR Director's Forum for Higher Education where he was instrumental in influencing national HR initiatives.

    As Director: HR in the Free State Department of Health (FSDoH) and Human Capacity Development Manager for USAID/Namibia, Cello has developed and implemented many innovative HR strategies and initiatives for improved HR service delivery and transformation.

    Cello holds a Masters in HR as well as a Masters in Philosophy with specialization in Workplace Ethics. He is a HR Mentor with the South African Board for People Practice (SABPP) and is also a member of the Institute of People Management (IPM) in South Africa. He was involved in the drafting of the first HR Standards for South Africa.   • Rebuilding the organisation in functions of HR and Business Development.
  • Expanding & developing markets for the company's ERP and Portfolio Management Software on Oracle and .Net platforms all over India.
  • Setting up staffing services vertical for the organization. Developed clients such as Oracle, IBM, Infosys etc. on different skill sets.
  • The company was facing problems at the time of joining. Proved instrumental in introducing cost cutting measures as well as revamping the office.   • Prepared strategy for marketing the company's software at national level to Police Services.
  • Conceptualized strategies to participate as channel partners to leading organisations such as Novell, Cincom to market their networking products to govt. organisations in telecom sector.
  • Developed the market for placement services in IT, Telecom and Automobile sectors in MNCs (Motorola, Siemens, etc.) at national level.
  • Conducted an extensive survey in New Delhi to address the needs of police and border security forces in their recruitment efforts. Accordingly, the company's recruitment software was tailored to meet their requirements and this resulted in success in obtaining orders from other locations like Lucknow, etc. apart from New Delhi.


  • Nov'01 – Nov'03 with Meltron Software Development Centre, Mumbai as Project Director
  • Established the Software Development Centre at Mumbai to cater to the needs of customers (mainly government organisations) at national level.
  • Executed the E-Setu project under Maharashtra State Govt. at Ratnagiri for single window processing of electricity, water, telephone bills, property tax, etc.
  • Although Meltron, the parent company, was facing financial difficulties, I felt that there was scope to use the market presence of Meltron to diversify into software, and with my team, we convinced the senior IAS bureaucrats in Mumbai to set up Melsoft in Mumbai and I was in charge of MELSOFT there. Until the company was closed down due to lack of state govt support, we marketed banking software to co-operative banks, and appointed dealers to address opportunities in cities like Pune, Nashik,Ratnagiri etc.


  • Dec'93 – Oct'01 with Maharashtra Electronics Corporation Limited (Meltron), Bangalore as Zonal Manager (South)
  • Served as In-charge of Zonal Office South (AP, TN, Karnataka and Kerala) & supervised the Marketing, Administration, Accounts, Service and Support Functions.
  • Handled a product mix spanning across four divisions of MELTRON, including KTS, EPABX, Wireless Equipment, and CCTV, Fire Alarm System and Power Plant Equipment.
  • Selected / developed distributors, handled direct sales and coordinated with 5 factory heads for meeting delivery deadlines and product quality.


  • Accomplishments:
  • Demonstrated excellence in securing a very large order from a big Public Sector Organisation entailing coordination with the Factory Head for development of prototype & ensuring that it met with client's requirement.
  • Dexterously handled large value orders involving selling high value telecom equipment to DOT and Bharat Electronics Ltd.
  • Played a major role in handling the order booking for 1998 - 99 worth Rs. 3.5 Crores and collection worth Rs. 4.5 Crores, this being the highest, compared to other zones.
  • Successfully identified Consultants and revived MELTRON in South Zone.
  • Efficiently developed a service market for the firm during 2000 - 2001.
  • Pivotal in running South Zone as a profit centre, and generated its own salaries during financial crisis.
