His additional responsibilities are as Director, In-charge Business Development and Joint Ventures, ONGC, ONGC, Director, Mangalore Refinery & Petro-chemicals Ltd. , Director, ONGC Videsh Limited, Director, Mangalore SEZ Ltd.Director, Dahej SEZ Ltd., Director, ONGC Tripura Power Company  ,Director, OMPL Ltd.

Career Assignments:-

In Exploration , he has  26 years of experience in exploration and field operations.Project Head for Dhanseri Valley Project,Jorhat,  successfully steered exploration & production operations in remote strife prone areas  of Nagaland(1994-96). As Basin Manager he headed Exploration operations in Kolkata Basin of ONGC , (1998-2002). Established coal bed methane exploration in the country. (1998-2002).

In Human Resource Management , Dr.Balyan took over as Chief-Human Resource Development of ONGC in 2002. Was appointed to the Board of Directors of ONGC as Director(HR) in 2003. Led Corporate Rejuvenation Campaign –the Change Management initiative. Pioneered a study to redefine the organization norms –focusing on Roster, Roles and Responsibilities to be benchmarked with global best practices. Initiated efforts for Cadre rationalization, dual career pathing- specialist and generalist career track, multi-skilling and career growth ,and assessment development centres. Institutionalized a proactive Corporate Citizenship Policy with focus on Health care, Education Entrepreneurship , Disaster Relief  and Water Management  

Business Development & Joint Ventures :
Pioneered ONGC’s entry into  alternate energy sources like CBM, Wind Energy etc.Promoted diversification into sectors such as  LNG, Petrochemicals and Steered Mega C2 C3, Petrochem, SEZ, Power projects and as Director-In-charge MRPL steered MRPL’s remarkable turn around from a sick company to an award winning most energy efficient, high performance refinery..
